SM: Long ago, under President Ngô Đình Diệm, before he died - I was very young, young kid - I saw everywhere, there was a slogan saying: “The government is the people’s servant.”

​So if every government understands this, then we can say something. Because, truly, governments are the servant of the people. They should know they work for the people! They should know that people entrusted to them this noble and powerful task.

​Cách đây đã lâu, dưới thời Tổng thống Ngô Đình Diệm, trước khi ông qua đời, lúc đó tôi còn rất nhỏ, tôi thấy khắp nơi đều có khẩu hiệu: “Chính phủ là tôi tớ của dân”.
 
Cho nên nếu chính phủ nào cũng hiểu điều này, thì chúng ta có thể nói điều gì đó. Bởi vì, thật sự, chính phủ là tôi tớ của dân. Họ phải biết họ làm việc cho dân! Họ phải biết rằng người dân giao phó cho họ công việc
cao quý và đầy quyền lực này.
